Here's a link to this great service Good luck!Hello, Your A/C switch in the dash should send the signal to power the A/C relay in either A/C or Defrost mode. The knobs on the A/C panel for cold and hot temperatures on the older models with rotary controls would break and slip on the temperature control stem. The back of the switch had indentations which prevented a broken knob from doing a 360 degree turn, but the stem itself would not move.
If you do not have a digital face for the A/C control head, you may want to remove the temperature knob from the stem and turn the stem by hand or gently turn with a pair of pliers. You seem to have made all the right moves to test the system; I would have expected the A/C clutch to have engaged with the jumper wire. The only thing I can think of is the Command to cool the system depends on the temperature setting and the function selector to be on A/C. The other idea is if the blower Resistor is shorting the link to the A/C compressor. Usually I am trying to get the blower fan to work and not looking at the compressor clutch. Really don't expect cold air without a fan.
I would be interested in knowing what the outcome for this problem is. I hope my solution is very helpful, most people do not get as far as you have without fixing the truck.

Have you checke dall the fuses with a test light? last dodge i worked on had a blown horn fuse which powered a/c system also. block said nothing about this. here is a diagram0I am sorry but fixya has no wiring diagrams for any car or truck.
