If the engine will not start with starting fluid sprayed into the carb, then most likely the problem is not the fuel pump or filter. I would check spark at a spark plug first.Sorry, your reply does not make sense to me. I stated: if you sprayed starting fluid into the carb, and it still doesn't start, then you have mostly eliminated fuel as the problem. I would check spark next.
