HOW DOES A BRAKE LIGHT CIRCUIT WORK
Your brake lights are operated by a pressure switchwhich is fed off of the brakes hydraulic system. If the brakes are working OK,it means the fault is either in the brake pressure sensor/switch,the power connections between the various components,or the bulbs themselves. It could also be a blown fuse.

How Brake Light Wiring Works | HowStuffWorks
How Brake Light Wiring Works. The brake light wiring system in most cars is not overly complex. At one end, you have the lights themselves: bulbs in sockets connected to a wiring harness. At the other end is the brake switch, where the pedal presses down and creates contact that completes the circuit. The system draws power from the car's battery.Author: Ed Grabianowski
Checking the brake light circuit | How a Car Works
As well as being a legal requirement, it is also an essential safety measure that your brake lights work correctly. Any faults in the brake lights are usually easily traced. The circuit itself is a simple one, controlled by a switch operated either directly by the brake pedal or hydraulically by the increase in pressure in the brake pipes. Simple checks. Start by making a visual check on the lights. Get a
Brake Light Wiring Preparation | HowStuffWorks
In many cases, the brake light and the turn signal use the same bulb. If the turn signal works, you know the bulb is fine, so the problem lies elsewhere in the brake light wiring. The next step is to check the sockets. Again, you can use your test light to see if the sockets are getting power.Author: Ed Grabianowski

Brake Light Circuits. It's important for a technician to understand that on these systems, the turn signal and hazard switch share the same circuit as the brake lights. These turn signal switches are a complex series of contacts. When these contacts get old and burn, the end result is brake light failure.

How to Use a Test Light Explained in Under 5 Minutes
Step 3 - Once the test light is properly grounded, it can be used to test not only fuse condition by touching each side of the fuse, it also confirms power at the fuse. If an accessory has failed such as brake lights and the fuse tests okay, testing can then proceed further down the circuit such as the brake light switch and so on, a wiring schematic is useful when performing these tests.

The turn signal switch. It also provides the isolation required between the brake lamp system and the turn signal system. To understand how the switch works, we can view one side of it as an example. If you remove the steering wheel (and usually the horn assembly ), you can see the turn signal switches.
Trailer Stop & Turn Signal Converter - ElectroSchematics
The symptom for D1 or D2 failure is “crosstalk” between the vehicle Stop and Turn signal lights. In other words, when the brake pedal is pressed, both Turn signal and Stop signals light simultaneously; or when the Turn signal is activated, both Turn and Stop signals light simultaneously. This will occur with or without the trailer connected.
