If the air handler is blowing air then the fuse on the control is not blown. When the fuse blows, all low voltage controls are disabled so nothing would run.
If the outdoor unit is not starting, the first thing to check is the circuit breaker to the unit. If the circuit breaker is not tripped and is supplying power to the outdoor unit, the next item and the most likely culprit, is the capacitor.
Capacitors go bad all the time and when they do, the motors will not run. Try turning your thermostat to cool and set the temperature lower than the current room temp. Go outside and observe the units operation. Be aware that heat pumps and most digital thermostats have a built in 5 minute delay so you may have to wait 5 minutes.
If after 5 minutes the unit does not start, take a long screwdriver and manually spin the fan motor blade. If the fan blade starts spinning very slowly on its own, the problem is most definitely the capacitor. There could be other failures related, but you would want to fix the capacitor issue first.Andrew and Barbara, thanks for your replies. Andrew, I used your advice above and the unit did not start. I then tried using the screwdriver to spin the blade and it didn't start the blades either. Unless you have other suggestions, I will wait for the repairman to come out tomorrow afternoon. Thanks for your help! JeffIt could still be just the capacitor or a number of other options but I couldn't walk you through it unless you had a volt meter and were comfortable with the tests. I'm glad that you were able to get someone to come out tomorrow, I hope it gets repaired soon.
